Statement on Exile of Msgr. Carballo

Msgr. Bismarck Carballo, vicar for communications of the Archdiocese of Managua, has been prevented from returning to his homeland by decision of the Government of Nicaragua.

This action is not only a violation of Msgr. Carballo's rights as a citizen but appears directed as well against his bishop, Cardinal Miguel Obando y Bravo, and the right of the church to exercise its ministry freely.

I have met today with Msgr. Carballo and assured him of our support in his effort to return to Nicaragua. I urge the Nicaraguan authorities to reconsider this decision and allow Msgr. Carballo to return soon to his work in the Archdiocese of Managua.
